Hwy100 MP 0 to 4	Estimated delay under 20 minutes; Construction Work Comments: Road construction is occurring; Daytime lane closures with flaggers Motorists can expect daytime lane closures throughout the project area with flaggers directing traffic between 7 a.m. and 5 p.m., Monday through Friday, for guardrail replacement. This project will replace seven sections of old guardrail on the Historic Columbia River Highway (U.S. 30) between the Troutdale Bridge over the Sandy River and Dabney State Park. Hwy100 MP 8.76 to 12	Closure; Construction Work Comments: Historic Columbia River Highway closed until May 24 - Use alternate route The Historic Columbia River Highway from Larch Mountain Road to Latourell Falls will be CLOSED until noon (12 p.m.) on Friday, May 24, when it will reopen to all traffic. The Vista House is also closed during this time. This project is not complete and there will continue to be lane closures with flaggers directing traffic during construction as needed after May 24. The Federal Highway Administration is repairing the Crown Point Viaduct and restoring the pavement and historic features along the Historic Columbia River Highway (U.S. 30) between Larch Mountain Road and Latourell Falls. I-84 MP 35 to 44	Estimated delay under 20 minutes; Construction Work Comments: Expect single lane closures. Project Description: This project will replace the driving surface on four bridges on I-84 between exit 35 (Dodson/Ainsworth State Park) and exit 44 (Cascade Locks/Bridge of the Gods) in the Bonneville Dam area. The bridges being resurfaced are: • I-84 westbound at Dodson, just west of exit 35 • I-84 eastbound at Dodson, just west of exit 35 • I-84 eastbound over Eagle Creek (milepost 41.5) • I-84 westbound over Ruckel Creek (milepost 42) Traffic Impacts: Starting April 8, one right lane on the I-84 eastbound bridge at Eagle Creek and on the I-84 westbound bridge at Ruckel Creek will be closed continually for a total of six weeks. These lane closures may cause traffic backups on I-84 westbound the weekends. At Eagle Creek, the lane closures will start before the Tooth Rock Tunnel and end after the Eagle Creek Bridge. I-205 MP 24.5	Estimated delay under 20 minutes; Construction Work Comments: Road construction is occurring, daytime lane closures and bike/ped path impacts. Motorists can expect daytime single lane closures on Airport Way eastbound and westbound at I-205 and on the I-205 northbound on ramp, Monday through Friday from 8 a.m. to 2 p.m., for various construction activities. There will also be occasional daytime short-duration closures of the I-205 multi-use bike/ped path on the north side of Airport Way, Monday through Saturday from 7 a.m. to 5 p.m. for pile driving next to the path. Flaggers will stop trail users for no more than 20 minutes at a time. This project will help improve traffic flow at this busy interchange by constructing a new free-flowing on ramp from Airport Way westbound onto I-205 northbound. Motorists on Airport Way eastbound will have two left turn lanes onto I-205 northbound and will no longer have to share signal time with westbound motorists on Airport Way. ORE6 MP .75 to 2.52	Estimated delay under 20 minutes; Construction Work Comments: OR6 @ Wilson River Loop Road, flaggers are controlling traffic, expect delays and drive with caution. This project consists of rebuilding the roadway at the intersection of Wilson River Highway and Wilson River Loop Road just east of Tillamook. The scheduled work includes construction of the new roadway. Flaggers will control single lane traffic during construction activities as required. Expect delays of up to 20 minutes and drive through the area with caution. Oregon State Police will be enforcing the speed limit through the work zone area. ORE6 MP 39 to 51.5	Estimated delay under 20 minutes; Construction Work Comments: Road construction is occurring on OR 6 starting April 29. Please expect delays and drive with extreme caution. BANKS— A project that will pave OR 6 (Wilson River Highway) between milepost 39 and 51.5 and the ramp connections between OR 6 and U.S. 26 and OR 47 and OR 6 will begin at 7 p.m. on Monday, April 29, weather permitting. A contractor working for the Oregon Department of Transportation will begin with the paving of the OR 6/U.S. 26 ramps at 7 p.m. on Monday, April 29. This will require the closure of the ramp for two consecutive nights. The detour during the closure is OR 47 to and from U.S. 26. Most of the paving of OR 6 will take place between 7 a.m. to 6 p.m. Monday through Friday. Variable message signs will be posted in key locations for motorists warning them of the planned work. US30 MP 12.5 to 17.93	Estimated delay under 20 minutes; Construction Work Comments: Daytime lane closures & delays for paving; some access restrictions This week, motorists can expect daily lane closures and traffic shifts on U.S. 30 westbound (towards Scappose) from 3 a.m. to 3 p.m., Monday through Friday, for grinding and paving. Direct access to driveways and cross-roads will be restricted at certain times as the paving operation moves through. Motorists will be able to drive past the paving work zone, make a u-turn and access these roads and driveways from the other direction. Motorists will be driving on a rough surface with a two-inch lip between lanes in certain areas. Please slow down and use caution. US30 MP 31.7 to 37.2	Estimated delay under 20 minutes; Construction Work Comments: Expect daytime and nighttime lane closures as a contractor paves U.S. 30 from Jones Road to Columbia City. A paving project is under way on U.S. 30 (Lower Columbia River Highway) in both directions from just north/west of Pacific Street in Columbia City to Jones Road, a distance of approximately 5.5 miles. Work will finish by the end of May 2013. The contractor plans to primarily work at night, Monday through Thursday, from 7 p.m. to 6 a.m. There will be occasional daytime work on weekdays between 9 a.m. and 4 p.m. This work is weather dependent and will be delayed in wet weather. Project Description: This project will replace the driving surface on four bridges on I-84 between exit 35 (Dodson/Ainsworth State Park) and exit 44 (Cascade Locks/Bridge of the Gods) in the Bonneville Dam area. The bridges being resurfaced are: • I-84 westbound at Dodson, just west of exit 35 • I-84 eastbound at Dodson, just west of exit 35 • I-84 eastbound over Eagle Creek (milepost 41.5) • I-84 westbound over Ruckel Creek (milepost 42) Traffic Impacts: Starting April 8, one right lane on the I-84 eastbound bridge at Eagle Creek and on the I-84 westbound bridge at Ruckel Creek will be closed continually for a total of six weeks. These lane closures may cause traffic backups on I-84 westbound the weekends. At Eagle Creek, the lane closures will start before the Tooth Rock Tunnel and end after the Eagle Creek Bridge. I-5 MP 195.45 to 195.46	Informational only; Construction Work Lanes Affected: (Southbound) 3 Lanes (Northbound) 3 Lanes Comments: The posted speed limit has been reduced to 35 on the Beltline bridge and 50 on Interstate 5 near the interchange due to construction work zone. New, lower speed limits have been implemented on the Randy Papé Beltline bridge over Interstate 5, and on I-5 beneath the bridge where construction has begun on a two-year project to improve the I-5/Beltline interchange. Beginning Wednesday, April 17, 2013, the posted, enforceable speed limit on the Beltline bridge over I-5 will be 35 miles per hour. The speed limit on I-5 near the interchange will be reduced to 50 miles per hour. The speed limit reductions will be enforced until the project is completed in fall of 2014. The speed limit reductions are intended to improve work zone safety for all highway users and construction workers. From 2007 through 2011 in Oregon, 53 people died and more than 2,200 were injured in work zone crashes. The majority of people injured or killed in these crashes were drivers, passengers or pedestrians, not workers. The single biggest factor in crashes is driver inattention; that’s why orange cones, variable message signs and other tools are used to alert motorists. The other major contributing factor is speed, which is why work zones often require lower speed limits. National Work Zone Awareness Week is April 16-19. Detour route posted. Use caution. Ramps Affected. Construction on a project to improve the Interstate 5/OR 569 (Randy Papé Beltline) interchange in Eugene/Springfield, will result in nighttime ramp closures and rolling slowdowns on Interstate 5 beginning next week. Beginning Tuesday, May 28 and continuing until Friday morning, May 31, the westbound Beltline ramp to southbound I-5 will be closed nightly from 8 pm to 5:30 am. A second week of nighttime ramp closures will occur between June 3 and Friday morning, June 7, from 8 pm to 5:30 am. Ramp closure detour During the ramp closures, motorists should continue westbound on Beltline, take Exit 12 to Coburg Rd. southbound, cross under and re-enter Beltline eastbound, exit to I-5 southbound (See attached map). Rolling slowdowns During the same two week period, there will be multiple rolling slowdowns of traffic in both directions on I-5 nightly, between 9 p.m. and 5 a.m. The slowdowns will allow the contractor time to place beams across I-5 as part of a temporary bridge. The southbound rolling slowdowns will begin at the Coburg exit (Exit 199). The northbound rolling slowdowns will begin at the Glenwood Blvd. exit (Exit 191). Traffic will be released shortly after passing under the Beltline bridge. During the rolling slowdowns, traffic will be held on the ramps accessing I-5 between the slowdown points. On I-5, pilot cars will travel in front of traffic at a reduced speed, creating a window of time for the contractor to place beams used for a temporary bridge being constructed across the freeway on Beltline. There are a total of seventeen beams to be placed. The contractor will also use the rolling slowdowns to remove some existing sign structures over the highway. Closures associated with I-5/Beltline Unit 3 project I-5/Beltline Unit 3 is a two-year project funded by the 2009 Jobs and Transportation Act (HB 2001), approved by the Oregon Legislature. K & E Excavating, Inc., of Salem was awarded the low-bid contract of $13.368 million. Construction is scheduled for completion in November, 2014. This is the third phase of improvements to make the interchange safer and more efficient. In 2013 and 2014, the project will construct: - A new southbound I-5 to westbound Beltline off-ramp. - A new southbound I-5 to eastbound Beltline off-ramp. - A new westbound Beltline to southbound I-5 on-ramp - A new Beltline Bridge over I-5 with two additional eastbound lanes - A new dedicated right turn lane for eastbound Beltline to southbound Gateway Base construction and structures for a new multi-use path to connect south of the interchange to north of the interchange. A speed limit reduction to 50 MPH is now in effect for I-5 through the construction zone. On May 22 and 23, the EB Beltline to SB I5 ramp will be closed between 8pm and 5:30am. Use the posted detour route. Project Summary: This project will rebuild the interchange at Interstate 5 and Randy Pape’ Beltline Highway to meet modern design and safety standards. State funds from the Jobs and Transportation Act will build: - A new I-5 southbound to westbound Beltline off-ramp. - A new I-5 southbound to eastbound Beltline off-ramp. - A new westbound Beltline to southbound I-5 on-ramp - A new Beltline Bridge over I-5 - And base construction and structures for a new multi-use path to connect south of the interchange to north of the interchange. Equipment is currently being demobilized and is expected to be complete by May 17. Watch for flaggers. Construction has begun and is scheduled to continue into June. During construction, traffic will be restricted to one lane controlled by flaggers during the daytime hours. Construction will be performed during the weekdays, typically Monday through Thursday. There will be no restrictions during the nighttime hours or weekends. Watch for flaggers directing traffic and construction vehicles leaving and entering the roadway. A contractor for ODOT will begin construction of a bridge strengthening project next week which will restrict daytime travel on Oregon 58 (Willamette Hwy), approximately 4.25 miles west of Oakridge (milepost 30.76). The OR 58: Deception Creek Bridge Girder Strengthening project will strengthen the bridge that was built in 1953. The bridge is currently in good condition but it was constructed with less reinforcement than is required for today’s heavier loads. If strengthening is not done, the bridge would need to have a vehicle load restriction placed on it. The structure will be strengthened through the use of fiber reinforced polymer strips that will be bonded to the concrete beams. The project is scheduled for completion in June. The single lane restriction will remain in place during all hours when the tunnel is open. Project Summary: Built in 1939, the tunnel needs serious repair and the adjacent west half viaduct and the three east viaducts are failing and need to be replaced. Ramp meters will be installed at the following locations: Eastbound On Ramps at River Road and River Avenue; Westbound On Ramps at Green Acres and Coburg Road. Travelers can expect lane closures over the next few weeks as crews install construction signs and build four crossovers in the median at different locations. Temporary ramp closures at the Stanton Blvd. Interchange (I-84 Exit 371), the North Ontario Interchange (Exit 374) and the East Idaho Avenue Interchange (Exit 376) will also be required to accommodate paving operations. A three-day closure of the westbound on-ramp at Exit 374 (OR 201 overpass) is scheduled to begin March 6. The NB shoulder from Hugo to Sexton Pass, (MP 66-69),is closed until this fall, for building a climbing lane. Construction on a project to improve the Interstate 5/OR 569 (Randy Papé Beltline) interchange in Eugene/Springfield, will result in nighttime ramp closures and rolling slowdowns on Interstate 5 beginning next week. Beginning Tuesday, May 28 and continuing until Friday morning, May 31, the westbound Beltline ramp to southbound I-5 will be closed nightly from 8 pm to 5:30 am. A second week of nighttime ramp closures will occur between June 3 and Friday morning, June 7, from 8 pm to 5:30 am. Ramp closure detour During the ramp closures, motorists should continue westbound on Beltline, take Exit 12 to Coburg Rd. southbound, cross under and re-enter Beltline eastbound, exit to I-5 southbound (See attached map). Rolling slowdowns During the same two week period, there will be multiple rolling slowdowns of traffic in both directions on I-5 nightly, between 9 p.m. and 5 a.m. The slowdowns will allow the contractor time to place beams across I-5 as part of a temporary bridge. The southbound rolling slowdowns will begin at the Coburg exit (Exit 199). The northbound rolling slowdowns will begin at the Glenwood Blvd. exit (Exit 191). Traffic will be released shortly after passing under the Beltline bridge. During the rolling slowdowns, traffic will be held on the ramps accessing I-5 between the slowdown points. On I-5, pilot cars will travel in front of traffic at a reduced speed, creating a window of time for the contractor to place beams used for a temporary bridge being constructed across the freeway on Beltline. There are a total of seventeen beams to be placed. The contractor will also use the rolling slowdowns to remove some existing sign structures over the highway. Closures associated with I-5/Beltline Unit 3 project I-5/Beltline Unit 3 is a two-year project funded by the 2009 Jobs and Transportation Act (HB 2001), approved by the Oregon Legislature. K & E Excavating, Inc., of Salem was awarded the low-bid contract of $13.368 million. Construction is scheduled for completion in November, 2014. This is the third phase of improvements to make the interchange safer and more efficient. In 2013 and 2014, the project will construct: - A new southbound I-5 to westbound Beltline off-ramp. - A new southbound I-5 to eastbound Beltline off-ramp. - A new westbound Beltline to southbound I-5 on-ramp - A new Beltline Bridge over I-5 with two additional eastbound lanes - A new dedicated right turn lane for eastbound Beltline to southbound Gateway Base construction and structures for a new multi-use path to connect south of the interchange to north of the interchange. New, lower speed limits have been implemented on the Randy Papé Beltline bridge over Interstate 5, and on I-5 beneath the bridge where construction has begun on a two-year project to improve the I-5/Beltline interchange. Beginning Wednesday, April 17, 2013, the posted, enforceable speed limit on the Beltline bridge over I-5 will be 35 miles per hour. The speed limit on I-5 near the interchange will be reduced to 50 miles per hour. The speed limit reductions will be enforced until the project is completed in fall of 2014. The speed limit reductions are intended to improve work zone safety for all highway users and construction workers. From 2007 through 2011 in Oregon, 53 people died and more than 2,200 were injured in work zone crashes. The majority of people injured or killed in these crashes were drivers, passengers or pedestrians, not workers. The single biggest factor in crashes is driver inattention; that’s why orange cones, variable message signs and other tools are used to alert motorists. The other major contributing factor is speed, which is why work zones often require lower speed limits. National Work Zone Awareness Week is April 16-19. US30 MP 12.5 to 17.93	Estimated delay under 20 minutes; Construction Work Comments: Daytime lane closures & delays for paving; some access restrictions This week, motorists can expect daily lane closures and traffic shifts on U.S. 30 westbound (towards Scappose) from 3 a.m. to 3 p.m., Monday through Friday, for grinding and paving. Direct access to driveways and cross-roads will be restricted at certain times as the paving operation moves through. Motorists will be able to drive past the paving work zone, make a u-turn and access these roads and driveways from the other direction. Motorists will be driving on a rough surface with a two-inch lip between lanes in certain areas. Please slow down and use caution. This project will repave US 30 in both directions between McNamee Road and milepost 17.93, just east of the Columbia County line, and apply a waterproof membrane to the bridge over McCarty Creek.
